Please, if anything, could you at least tell me what the effect is called? An equalizer changes how loud a frequency is, a compressor changes input volume with another output volume. A xxx changes input pitch/frequency with another output pitch/frequency. What is "xxx"? Maybe it would improve my Goo...

As far as I'm aware there is no plug-in for Audacity that will do what you want.
