You need Audacity 1.3.11 and you need to install FFMpeg.
It's easier to use a more specialised format trancoder such as SUPER by erightsoft.
Foobar2000 is another great (free) audio player that allows you to transcode most audio formats and is probably the easiest for doing this.

I've checked just now, and the link does work.

One possibility is that the security settings on your computer are preventing you from connecting to the page.
Have you tried the "Alternative Zip download"?

You said the wrong words there. You should have said, "I downloaded the MP3 installer and ran it. It put the software where it was supposed to be and it works fine. That's what happened to me. I didn't wrangle "Libraries." It's not unusual for Audacity to need special packages to work...
