That's exactly what happens if you try to import an unsupported file type, so my guess is that your "MP3" is not a real MP3 format file, but some other unsupported format.
Try downloading 1.3.12 from download page. Then install FFmpeg

... work. Make sure you are using the current 1.3.12 Beta (Help > About Audacity). If not, download 1.3.12 from our download page . Then install FFmpeg and drag the .mpg or .mpeg files off the video CD into the Audacity window. Gale

I think Audacity has a bug about AC3, Not exactly - "Audacity" does not support AC3 at all. Importing AC3 files is entirely down to FFmpeg, which is still being actively developed for improved support of some of these more esoteric formats. It is quite probable that FFmpeg may still ...

I have installed FFmpeg, but the problem is still there. I think Audacity has a bug about AC3, I can not even modify preferences of the program.
Which file format has good quality sound (al least stereo) in order to convert the original AC3 to it? Which converser program do you recommend ?

As it says in the Manual, the FFmpeg libraries will be installed in /usr/local/lib/audacity. That is where you need to install to and browse to.

OK. I got it!
I went to Preferences->LIbraries and showed Audacity where the FFmpeg is, even though it told me that it located it automatically.

which is the best quality sound type of file that I can extract from a film I presume that you mean extracting from a DVD? When you have FFmpeg installed, try directly importing a VOB file (not the very small VOB file that is on most DVDs as that will probably not have any audio in it). I'm ...
