I believe you need to install the FFmpeg libraries to decode those files. Perhaps one of the Windows elves will chime in with a definite yea or nay.

That's not a WAV file. WMA is Windows Media - Audio. Do you have Audacity 1.3.12 and did you install the FFMpeg software plug-in? I thought that combination would open WMA files.
