LAME and ffmpeg are 2 separate things. You will need to install "FFmpeg_v0.6.2_for_Audacity_on_Windows.exe" instead.

LAME library is for exporting to .mp3 format. It doesn't have anything to do with importing .wma files.

... or Summary. Audacity will occasionally open a file it has no business opening and you don't get into trouble until later. You can install the FFMpeg software from the download site and that should make Audacity actually recognize and manage far more different formats than without. http://audacityteam.org/download/
