Yes, and without FFmpeg. But Audacity won't see the BEXT or other chunks or cues and will discard them on export.

Are you talking about Broadcast WAV? They won't open up in Audacity now, will they? Have you tried to install FFMpeg? That's the go-to software package that allows Audacity to open up "foreign" file formats.
