Running the file through FFmpeg at the command-line, the problem appears to be that the DAB stream uses 960 samples per frame rather than the more common 1024. 960 is a legitimate frame size per AAC specification. FFmpeg know about this ...

Try opening up the video in Audacity.
You should have the FFMpeg (advanced formats) and probably the Lame (make MP3) software installed.

Does this file play in VLC?

Repairing disk permissions seems to have reset prefs. Audacity 2.1.1 shows the default warnings and is back to defaults. It still finds ffmpeg and lame in /Library/Application Support/audacity/libs/ But that's a standard location, so no worries there... In a portable install, prefs seem to ...
