Sorry this problem started in 2.0.6 and is either related to the FFmpeg 2.2.2 version that 2.0.6 upgraded to, or to changes we made to allow use of that later FFmpeg version. As a workaround you can unlock the "handle" Audacity has open on the ...

... If it is YouTube or some other popular video site, you can download the video instead by installing a web browser extension. If you then install FFmpeg and drag the video into Audacity, FFmpeg will extract a copy of the video's audio in the exact same quality it has in the video. Gale

There are a few variations of G.711 so you may need to experiment a bit to get the right result.
