The import behaviour depends on the importer. You are using FFmpeg to import MKV, and for MP3 content, that means the MP3 audio in the MKV will import as 16-bit resolution PCM audio. MP3's are a 32-bit float stream as I understand it. The author of the ...

Sorry, the slider does not work with the FFmpeg version that we recommend, as described in the 2.1.2 Release Notes. There are workarounds mentioned in that link.

If you have the proper FFMpeg installed and working, the video sound should just open in Audacity. Edit your brains out. What kills you is putting the corrected sound back in the video. You're on your own there.

... soundcard work? If it's a laptop does the built-in mic work? Can you play a file after loading it into Audacity? ...and downloaded the correct Ffmpeg and LAME files for it. FFmpeg and LAME are for opening and exporting certain file formats, unrelated to recording.
