Just for your information, we always need the complete log to debug FFmpeg issues, as you gave first time for 2.1.0.

Yes as last resort, putting all the FFmpeg files in the folder Audacity is running from can solve an FFmpeg detection problem.

I copy all dll from ffmpeg to audacity repertory

on virtual XP it works
but not windows 10
which VS redist I need ??

FYI - The optional FFmpeg Import/Export Library is for importing/exporting a wide variety of file formats. You don't need it for recording from a turntable and exporting the audio as WAV files.

The optional LAME MP3 encoder is required if you want to export to MP3.

It said that because you don't have the separate FFMpeg software.

Audacity version 2.1.2 just loaded with the installer
