You can let Audacity play a lot of different sound files by adding the FFMpeg software. Scroll down. http://www.audacityteam.org/download/windows/ You can force Windows 7 to tell you what the file types are by setting it to un-hide file extensions. https://www.howtohaven.com/system/show-file-extensions-in-windows-explorer.shtml

Does this group have any suggestions of filters I can use for this purpose? If you install FFmpeg libraries into Audacity , you can use AMR (narrowband) codecs , as heard on mobile phones ... AMR (mobile-phone) codecs available in Audacity if FFmpeg is installed.png ...

... import my mp3 file using the raw data option. That means it almost certainly wasn't an MP3 file. Audacity understands those just fine. If Audacity 2.1.3 is installed, and FFmpeg is installed in accordance with the instructions in the manual (http://manual.audacityteam.org/man/faq_installation_and_plug_ins.html#ffdown), then Audacity should find FFmpeg automatically. Manually ...

I know ffmpeg is on my computer, how do I load it into Audacity? Edit -> Preferences > Libraries -> Locate But, you may need the "Audacity version" of FFmpeg. Running the EXE installer has always worked for me, installing ...

... from http://lame.buanzo.org/#lamewindl ? Fmpeg can open almost anything, but It's kind-of hard to know if you've got a problem with your FFmpeg installation, or if there's something odd about the file. FYI - LAME isn't for importing. It's only for exporting to MP3.
