I am using a Dell desktop running Windows 10. I installed Audacity 2.3.0 along with libmp3lame-win-3.99.3.zip and FFmpeg_v0.6.2_for_Audacity_on_Windows.zip. ... Audacity does not support DRM (never has, and probably never will). Most other M4A audio files are supported by Audacity if FFmpeg is installed (see: https://manual.audacityteam.org/man/faq_installation_and_plug_ins.html#ffdown)

I presume that you are trying to import files that are in a format that Audacity does not natively support. If you install FFmpeg for Audacity, then FFmpeg will handle most audio formats that are not supported natively by Audacity. ... the additional damage. (AAC/MA4 is supposed to be less-damaged re-encoding than MP3.) ** I forget the details but there's a bug in one of the FFMPEG AAC or M4A encoders so you may have difficulty selecting/changing the bitrate with Audacity.

This may be a bug in the FFmpeg library rather than Audacity itself. It certainly seems to be related to FFmpeg, though I don't yet know if the problem is FFmpeg itself, or the build of FFmpeg made for Audacity, or Audacity's implementation ...
