According to your screenshots the FFmpeg libraries have not be installed in your libs folder. Also according to your screenshots, Audacity is asking you for the location of the LAME library. Follow the instructions here , downloading the 32-bit ...

If you are running Audacity 2.3.1 you need the 64-bit versions of the FFmpeg libraries. We recommend using the PKG installer, which puts the libraries in the right place for you. On startup Audacity should then automatically locate and load the FFmpeg libraries.

On Windows, Audacity 2.3.1 uses the same versions of LAME and FFmpeg as Audacity 2.3.0. If LAME and FFmpeg work with Audacity 2.3.0, then no need to update them.
