Thank you, Steve! I initially tried to do the upgrade, but the system showed no updates available. Going into System Preferences worked to get the latest. I upgraded to iTunes 12.9.5.5 and the problem was resolved! For tracks that still showed the incorrect track length, just hitting the play button...

The problem is fixed in iTunes Version 12.9.5.5 I had to run updates manually (from "System Preferences > Software Updates") in order to get the update, and it was a very slow update (took about 30 minutes to complete). If, after the update, the track lengths do not update automatically, j...

If I use FFmpeg -I on that out.mp3 file, it reports the chapters are there, with exactly what was in the metadata.txt for it. ... when I open it in an application that supports chapters, they aren't present. That's a shame - so ...
