... 2.3.2 started loading). So the time taken by this error is less than a second. The next logged event is at 05:11:58 when Audacity attempts to load FFmpeg. This occurs after Audacity has scanned the audio system. It is reasonable / normal for that scan to take a couple of seconds. Other initialisation ...

Re: Audacity 2.3.1 no longer opens mp4 audio
Audacity, has always been able to open the audio from an .mp4 file Just for information, Audacity has never supported MP4 without help from either FFmpeg or QuickTime. Also, the current version of Audacity is 2.3.2 (available via the Audacity website: https://www.audacityteam.org/download/windows/)

Make sure FFmpeg is installed.
...At some point in Audacity's history there was an upgrade where you had to upgrade FFmpeg too, so if you've had Audacity for a long time you may need to delete and re-install it.

Re: mp3 file will not import
It's not an MP3. It's an MP4 (AAC). (Thanks for attaching the file! I checked it with MediaInfo.)
Rename the file to .MP4 or .AAC, And if you haven't done so already, Install FFmpeg for Audacity.
