I fiddled with that last night too. Although what I really want is to allow access to the input jack I tried it with the mic and enabled access to apps but interestingly Audacity isn't listed in those apps. For post information, I did turn off access to the microphone and Audacity returns an error when I click on the monitor no matter which device settings I choose;
