This is a known problem, but only in Export Multiple with the "Other Uncompressed files" filter, which gives you 16-bit WAV irrespective of what you ask for. Can you confirm the precise menus and dropdowns being used please?

With 1.3.6 I use Other Uncompressed Files with the option for a 32 bit WAV with the default encoding. If you want I'll zip up the sine wav test project along with my WAV files ...

Long files could indeed be a problem. Even though you intend to export as MP3, Audacity processes all audio as uncompressed data. 4 tracks at CD quality 4 hours long is around 5.6 GB Normalize each track, then with the "undo" data, Audacity will be using (or trying to use) 11GB ...

... lost, there is no way of getting it back. MP3 encoding makes files smaller by throwing away some of the data (lossy compression). WAV format is an uncompressed format - files are larger, but quality is better.
