For "ADPCM U-law CCITT 8 bit" select "Other Uncompressed Files" as the format in the Export Dialogue screen, then click on the Options button and select WAV > U-law
For a 8 kHz bit rate you need to set the Project Rate to 8000 before you export (bottom left corner of the main Audacity window.
