I got it to work by saving in a headerless format (PGM Raw) in Gimp, then importing as Raw data, U-Law, Mono, and using Export audio > Other uncompressed files (which I couldn't find before!) > Header: Raw, Encoding: U-Law.

... sorry...is there a feature I might have overlooked in Audacity that lets you compare .wav samples? Exact Audio Copy lets me do that, but only with uncompressed 44.1kHz stereo WAVs, not files that were a different frequency and re-sampled to 44.1.

I assumed that exporting to signed 16-bit PCM uncompressed means that it doesn't do any, i'm not sure what you call it, maybe 'encoding' like mp3s would? MP3 (and similar) encode the audio data into a "compressed" format (which is why MP3 files ...
