It is in the "Other uncompressed files" settings (assuming you are using Audacity 1.2, click Edit > Preferences: FIle Formats tab). I assume you want 8-bit PCM. To set 8000 Hz sample rate, change the "Project Rate" bottom left of the Audacity window.

In the Export dialog, go to the "Save as type" dropdown menu and select "Other Uncompressed files" and the click on the "Options" button and you should be able to select "WAV" in the "Header" dropdown and "ULAW" ...
