It is in the "Other uncompressed files" settings (assuming you are using Audacity 1.2, click Edit > Preferences: FIle Formats tab). I assume you want 8-bit PCM. To set 8000 Hz sample rate, change the "Project Rate" bottom left of the Audacity window.

... button; other times it will open with a double click on the file name. It does seem to help sometimes to choose to open WAV and aiff and other uncompressed files rather than all files but I still can't figure out any rhyme or reason for what's happening; however I am slowly getting my files ...

Audacity exports WAV with standard WAV (Microsoft) headers by default. When you click File > Export, choose "Other uncompressed files", then click the "Options" button. Choose WAVEX (Microsoft) header, then click OK. Then export and choose the channel mapping as ...

In the Export dialog, go to the "Save as type" dropdown menu and select "Other Uncompressed files" and the click on the "Options" button and you should be able to select "WAV" in the "Header" dropdown and "ULAW" ...

8-bit PCM WAV files can be imported in the normal way. To export 8-bit PCM WAV files, select "Other uncompressed files" as the file type. Then click the "Options" button and select "WAV" as the Header and "Unsigned 8 bit PCM" as the Encoding. ...
