The Aneteres Website clearly says it's NOT COMPATIBLE with Audacity.
If you want to use Audacity, try GSnap or KeroVee.
Or, Melodyne can run stand-alone (and from what I've read it's at least as good as Auto Tune and probably better).

Adding Autotune Plug-in
Hi. I am trying to add auto tune to Audacity as a plug-in. The auto tune that I am trying to use is Auto-Tune+Time_VST.dll but every time I try to enable it on audacity, the whole audacity program crashes without installing it. I was wondering how I could enable it without audacity crashing. Thanks!...

As soon as I select what is about the right area, it starts playing...and then it stops and deletes the start and end markers noting my selection. This happens again and again. There is no way to fine-tune the selection, because the range that I selected (3 secs) disappears after playing (auto play)...

You can try GSnap (FREE), the famous* Auto Tune ($100 and up), or Melodyne ($100 and up). I've never used any of them. Autotune plug-in requires iLok. iLok only works in host applications that support iLok. Audacity does not support iLok.
