It is "auto tune" (not necessarily "Antares Auto-tune" but that type of effect).
The "T-Pain effect" is created by using MIDI to control the pitch, so that the vocal can be "played" from a keyboard or sequencer.
The Lil Wayne "warble" is probably created by using vibrato on the MIDI note.

Auto-Tune or Melodyne might be able to do it, but it can be tricky, especially when you have one element in a mix that's out of tune (such as a voice), with everything else in-tune.
