Make sure software Playthrough is off. And, don't monitor yourself with speakers while recording. ;)

... try turning off Transport > Software Playthrough in Audacity, depending on what you are trying to achieve. This sends the recording back, after a delay, to the playback device listed in Audacity (USB audio CODEC in your case). Gale

I did not have software playthrough on, however this problem seems to have largely resolved itself. Today I can still hear delayed input audio when my AudioBox is in full playback mode, but the volume is quiet enough that when I have it in the middle between input and playback I can ...

Most mixing desks allow you to monitor the sound that is going into the desk. This has nothing to do with Audacity or even being connected to a computer - you should be able to monitor the input to the desk via headphones plugged into the desk even without the desk being connected to the computer.
