I have sort of solved my problem. I have a little mic pre-amp that I have now plugged into my Griffin iMic. This now enables me to record without any latency. The only problem, as stevethefiddle suggested, is ‘Software Playthrough’ has to be disabled in ‘Audacity Preferences’. It’s a bit of a downer...

... is my sound card (built into my DELL) doesn;t support hardware playthrough, so I am using Audacity's software playthrough which has a cost - the delay. Therefore I think I may need to buy a USB sound card which supports playthrough.

I dont have those settings though I do think it is caused by Audacity's Software Playthrough - Play new track while recording it.
If I disable that setting - so I no longer here sound through the speakers and just go by the level meter there doesn't appear to be a delay.
