There is no way to adjust or compensate for the playthrough delay. Most of this is out of Audacity's control and has to do with buffering audio within the computer operating system.

If you look at the pictures in the Snowball manual, none of the people are wearing headphones. Turn off "Software Playthrough" (near bottom of the Transport menu).
Select the UCA 202 as the playback device and plug your headphones in there rather than into the computer sound card.
