You can plug your mic into that, and then plug the output of the pre-amp into your Line In. Then set Audacity to record from the Line In.

If all you're doing is recording something -> amplifying it (and other light editing) -> and exporting, then go ahead and set Audacity's default sample format to 16. On the other hand, if you're not saving anything as an Audacity project, then it doesn't matter what Audacity's default sample format ...

It sounds like a sound card driver problem. Both setting preferences and re-starting Audacity require Audacity to talk to your sound card.
Poke around your OS's driver software and see if something is set wrong. This one could be tough to fix.

The problem is that you're creating discontinuous waveforms at the borders of each edit. This is because the borders of your selected audio are not at zero-crossings.
