Are you clipping when recording? If so, turn the recording volume down.

What exactly is the 44100 sample rate? Does that mean it is recording up to 22050 Hz? I got the impression from another post/thread that halving the sample rate might give the range that was being recorded. Yes, that's correct. The spectrum view is a tool like any other, so it's going to have different ideal settings for different purposes. For your purpose, I'd set the FFT size to 4096, and the limits of the frequency should be 0 -> 22050. That's the highest accuracy setting, and is the most accurate way to find pops and ...

You'll have to cut each line of dialogue into it's own clip. Audacity 1.3.3 allows you to Split tracks into segments that can be shifted independently. Is the recording volume turned up? It's on Audacity's main screen, with a small mic icon next to it.
If that's not it, can you record using a different audio recording program like Windows Sound Recorder?
It sounds like the Mic isn't set up correctly in your OS.

So you're trying to record video and audio at once?
You're gonna have some trouble, I think. I may be wrong.
It's probably best to record the video separately. And then record with Audacity while the video is playing to do the voice over (wear headphones).
