8KHz @ 16-bit mono comes out to 16KB / sec. That's a low quality file, but it's also very very small. Any mp3 version of the same file will be bigger unless it's set to 16kbps quality. That's the second lowest quality setting that LAME supports, I'd bet you're setting this number quite a bit higher....

The sound mapper is a microsoft program that you can access by going through your sound card setup software. Doing what you're describing would require the ability to process real-time effects. Audacity doesn't currently do this (even though many VST plugins support it). It takes a lot of processing power to do them, but it's something the developers are looking into (I think). You can always make a second...

Were they mono when you imported them and stereo when you exported? That would explain it.
Also be aware that at a bit rate that low, the sample rate will change (this is the way LAME behaves, it's not an Audacity thing), so people might have trouble playing them.

This is what happens when you import an audio file that Audacity can't read (usually it's an mp4, aka AAC or m4a).

Also, you can't move a label once it's placed, so if you're a tiny bit off you'll have to go back and fix it later anyway.
