No, that's probably not it.

I wonder if Audacity 1.2.x doesn't use that config file. Maybe one of the developers can answer that for us.

In any case, I just renamed that config file so Audacity can't find it and Audacity started up just fine (and made a new config file).

The three effects that spring to mind are Pitch Shift (which Audacity calls Change Pitch), Vocoder, and Ring Modulator.
