No, that's probably not it.
I wonder if Audacity 1.2.x doesn't use that config file. Maybe one of the developers can answer that for us.
In any case, I just renamed that config file so Audacity can't find it and Audacity started up just fine (and made a new config file).

The three effects that spring to mind are Pitch Shift (which Audacity calls Change Pitch), Vocoder, and Ring Modulator. Yes, open the audacity project, press [ctrl]+a (to highlight everything), and then click Effects -> Normalize and use whatever settings you want (I recommend leaving "remove DC offset" turned ON). Each track will be normalized individually and all will peak at the same level. Since loudnes...
