There are a number of known issues with Vista, documented here:

Audacity 1.2.x won't allow this, but Audacity 1.3.x does.

Using 1.3.x all you have to do is type the time you want into the selection boxes at the bottom of the main screen.

Clipping = bad. Do not allow it unless you like distortion.

That recording is completely ruined, there's nothing you can do to salvage it.

OK, you're trying to open a file that Audacity doesn't recognize. Are you trying to open the files directly from an audio CD? That won't work.
