I think csk is talking about typing the selection into the boxes at the bottom of the main screen.
You can click on those boxes and change their display format. Try HH:MM:SS + milliseconds. That will give you 1000 times more accuracy.

Audacity has unlimited undo, but only until you close the program. So if you've saved the file as it is and overwrote the original file, then undo is your only hope.
