The drivers you need should come pre-packed with your MobilePre. There are two sets of drivers to use in Windows, the ASIO drivers and the MME drivers. You want the MME drivers. I can't tell you how to switch between the two, you'll have to ask M-Audio how to do that.

I have no idea about a free software MIDI sequencer. But I'm also not convinced it's 100% necessary, it depends on what that Yamaha plugin expects.

Probably not. The process of making really low quality mp3s throws a lot of information out. You can't magically get that information back.

OK, found it. That's a VST plugin, and Audacity only has rudimentary support for VST plugins. It seems like this plugin requires a MIDI input of some sort or it will just shift everything to C-major. Yes, I have this problem, but only under one condition. If I change the sample rate of the exported files, Audacity introduces errors into the exported file. For instance, when I start with an 11.025 KHz file, and split it using your method into (2) 44.1KHz WAV files, I get an glitch between the two...
