Most likely it will not work. If it does, it's use will be limited. Audacity cannot support VST GUI's (and therefore many other VST features) due to Steinburg's restrictive licensing. You have to select some audio before you can apply an effect to it. You can do this in the same way you would highlight text in a text editor (hold down left mouser button and drag), or you can press [ctrl]+a to select everything.
Now you should be able to apply any of the effects.
