It's a hardware problem. It's called a 'DC offset' and is common among consumer audio hardware. You can usually remove it by using the Normalize plugin and checking the "remove DC offset" box.

There's no such thing as a "simple tape hiss problem". You're already on the right track. As long as you've selected a good piece of "silence", the best you can do is fiddle with the sliders to get it sounding as good as possible. Turn off your speakers and wear headphones while recording. There's no good way around that problem.

It's now in the export menu. On the same dialog box that you type the name of the file into, there's a button labeled Options. That's the one you want.

You are probably not using an mp3 file. The file you have is likely an mp4 (aka m4a or AAC). Audacity doesn't support that format.

The best possible settings are the settings that work right. This will be different from signal to signal, most likely. Your project is dependent on a file that can't be found on the new machine. If you imported any audio into your project it needs to stay where it was so Audacity can find it. You would import it into Audacity, add a flag at the beginning of each track (don't forget a flag at 0.0 seconds), then use the Export Multiple... option.
