You've got the wrong input selected. You need the Line In or Mic In, not Stereo Mix (or similar). Also make sure "play other tracks while recording new one" is selected and "software playthrough" is not selected.
All this is in Audacity's Edit -> Preferences -> Audio I/O menu.

You've either got the recording level turned all the way down (the slider is in Audacity, next to the meters usually), the volume on the tape deck turned down (set it to 70% to start with, headphone outputs are sometimes too high for the Line In), or you aren't plugged into the Line In port in back....

You can't. That device only outputs a Stereo signal. This is a limitation with most USB devices, the bandwidth is too small for that much info. Someone/thing changed your Sound System Record settings (whatever that is). Either you updated drivers or changed them manually. There are two components to an Audacity project, the PROJECT_NAME.aup file and the PROJECT_NAME_data folder.
You need to open the .aup file in Audacity to open the Project.

The LAME encoder won't allow that low a bit rate at 44.1KHz. The mp3 format allows it, but it's locked out in LAME (likely because it would sound horrible).
You'll have to use a different program to encode at that low a rate.

The monitoring through your soundcard is handled entirely in your soundcard driver software. You'll have to go through that software to pan each input (labeled Left and Right, most likely) to the center. But you'll then have to reset it to monitor a stereo signal.
