Only Audacity 1.3.3 can do this.

In 1.3.3 you just need to highlight each track you want to move and then use the Time Shift tool normally.

That would be called Accelerando or Ritardando in musical terms. Unfortunately there is no way to do that in Audacity at the moment.

You can add an empty stereo track to the Audacity project when you do the exporting step, this will not change the audio, but will force Audacity to write to a stereo output file.
