Only Audacity Beta (1.3.3) allows multiple clips per track. 1.2.6 does not.

It's basically up to your drivers, if you can't update them then you'll need new hardware. Vista's audio is in a terrible state.

You definitely want method #1. You need the voice separated from the music so that it can be mixed properly. I don't think Audacity can do this at the moment. You're certainly right that it's possible, but I'm not sure how much of Audacity's code would need to change to get that option.

I have no idea. Line6 should be able to tell you. The website said it supported both WDM and ASIO drivers, but it doesn't say how to switch between them.

It's not a bad idea to replace that card. Does it have a Line In? If it doesn't, then you'll probably need to replace it with something that has a Line In.

If it does have a Line In, I would wait until you have your new mic setup before spending even more money.

In that case it's probably your hard drive access time. If you've got a slow drive (like a laptop drive), or your drive is fragmented (defragging can be very helpful) then Audacity is probably just taking forever to access all that data when you press play. I don't think Audacity can do this in an automated fashion. I wouldn't be surprised if there were a freeware app out there that could though.
