How are you panning each individual instrument if they all reside in one stereo clip? I'd like to hear this effect, can you post an example? Change Speed and Change Tempo will be do that.
You will want the Percent Change = (Original length / Final length) - 1
In your case Percent Change = (20 / 16) - 1 = 25

Do you have "play other tracks while recording new one" checked in Audacity's Edit -> Preferences -> Audio I/O menu? You should.

What exactly does your signal chain look like? Does it go from the Turntable -> phono pre-amp (or reciever with a phono input) -> Behringer UCA202 -> computer?
Or are you plugging the turntable directly into the Behringer?

phillr, You've got a Line level device plugged into a Mic level input. That's a recipe for problems as you said. For this reason, I would recommend a USB sound card with a Line In.
