There is another beta coming, which should be followed by a stable release shortly unless more issues come to light. It takes a lot of time to fix regressions, chase down and fix crashes and so on when you have an active team of about 6 people working in their spare time.

In 1.3.3 there is a Truncate Silence effect for the purpose. It's not perfect for the reasons described, but at least it can cut down on the waiting. Depending on how the package you are using was compiled, the sound mixer control support may have been omitted altogether when the package was compiled, in which case you either use alsamixer, or recompile audacity.

How are trying to do this, and in what version of audacity? This isn't something that anyone else has reported. Edit > Split should do what you are trying to do.
