Stating the obvious, that's the "Output" tab, but recording is controlled by the "Input" tab, so a shot of that might be interesting.

By the looks of the messages you are getting, and from the fact you mention ALSA in connection with audacity 1.2.6 (you are using 1.2.6 and not the beta, aren't you?), I'm guessing that your audacity package is compiled with portaudio v19 not v18 (See the Help > About box to confirm). I wouldn't say dodgy - just that they have opted to turn off certain features. This is often because of paranoia about IP rights surrounding MP3s.

Release time will be adjustable from 1.3.4. The times in audacity don't correlate with the settings on other equipment terribly well at the moment, it's not entirely clear why, but the effective times are about 5 times shorter than advertised.

Last time I tried Nero still had issues with 32-bit float files, but you are right support generally is improving. Quality is still open to question, so I would always convert to the right format when exporting from audacity - you can always run another export to higher quality settings if you wish.

Instead of taking notes you could just add a label at the playback position each time there is something interesting (CRTL + B), then use the labels to navigate.

You want to Export, not Save. If you still haven't got an option for MP3, then you probably have a binary version of audacity where MP3 support has been (badly) disabled. We haven't yet worked out if this is a bug in Audacity or hacking by distributors.
