It's not really that Audacity are unstable - they are tricky things to move about and they are not designed for long-term storage or for use on any music playing software (e.g. WMP or iTunes). An Audacity projuct should be used for the duration of you project - one per LP is what folkes would normal...

To change the language use: Edit>Preferences - Edit is the second command in from top left, then Preferences is the bottom selection in the drop-down list. Then you need the Interface tab, which is the third one in from the right. Language is selected from the only drop-down list in the dialogue box...

Sound You will lose all sound if you set your USB Audio Codec to be the output - AFAIK your USB TT doesn't have any loudspeakers. You can post it to the "Adding Features to Audacity" - but better would be to email the developers - you can get a link from the Audacity site.

Worth doing quickly as they are already working on 1.3.5 - which is due to transmute into 1.4 sometine soon I believe.
