You should just be able to select just the tracks that you want to move - and then use the Time-Shift tool (the icon with the horizontal bar with an arrow-head at eac end).

First you have to make sure you are opening a file that Audacity supports: WAV/AIFF/MP3/Ogg & of course Audacity project files can be opened in Audacity. Other sound files, e.g. iTunes AAC/MP4, won't open in Audacity - you would need to covert these first to a format that Audacity can handle. Au...

When you save a project you should always get the dialog box that shows the amount of time spent v. time remaining and a progress bar - movement of these would indicate that things are happening - no movement = worry!

But you can set your Audacity Preferences so that it always takes it's own copy of the files - rather than relying on the external sources (the mode described as safer).
