Yes there is a know bug in Audacity 1.3.5 MP3 export where Bit Rate Mode and Quality choices in Options dialogue are ignored, producing 128 kbps CBR irrespective of what has been selected, and the reported length is often incorrect although the actual length is fine. If you don't like these default shortcuts you van either remove them or change them via you Audacity Preferences - go to Edit>Preferences>Keyboard

Just a thought: you're not trying to create an MP3 filename with any special characters (like ? etc)? If so try exporting with a simpler alpha-only filename instead. (1.3 Audacity is now more helpful in this respect - it tells you when you have illegal characters in a filename).

With 1.2 you can select the audio you want to alter and then apply the Effect Change Speed
In 1.3.x there is an additional control box called "Play at Speed" which lets you speed up or slow down the played audio without actually changing the audio.
