Yes, Audacity 1.3.x the Beta version can (and so will the upcoming 1.4 release).

On Export to Mp3 (or whatever) there is an Options button which lets you set parameters at the point of export.

And when I multiple export to MP3 files, a window comes up and has Format - 1D3V1 (more compatible) and 1DV3V2 (more flexible). The one that states it's more flexible is checked by default I assume. Haven't tried to play on an MP3 player any of my MP3 files, (they will play on Windows Media Player ...

What you get on a particular machine is entirely dependent on the soundcard and its associated driver sofftware. All you need to do is to select some audio - then the Effect will not be greyed out and can be applied to the selected section.

To select the whole track - use Ctrl+ A

To select part of a track - click and drag with your cursor.
