It works on Playback not on record - AFAIK it doesn't actually change the amp level of the track in the project - but I could be wrong ....

Basically yes- MP3 is a "lossy" compressed format, whereas WAV is uncompressed. So do rip as WAV, import into Audacity and do any necessary editing, then export to MP3.
