I dont think there is a tool to control fequency or pitch like that - IIRC this request has surfaced before and may be on the Feature Request list in the Audacity Wiki.

All you need to do is to use the Envelope tool (the icon has two triangles pointing to a centred dot with a blue line through it). You can drag the blue line around to vary the amplitude.

With a USB sound device plugged in Audacity should be offering no selectable input choices - it should recognise that there is only the one valid soundpath (the USB one) and shut off allother options. Have you tried making sure the USB soundcard is plugged in and recognized by the computer - BEFORE ...
