You can record in stereo and then split the stero track to mono, using the drop down menu in the track's Track Control Panel.

You can't with 2.3.3 as there is no Import available in the EQ effects. 2.4.0 is scheduled for release early next week (provided we don't find any more major bugs). 1) Are you using WASAPI as your host in the Device toolbar ?
2) are you using loopback as your recording device?
3) are you trying to record audio playing on your computer ?
4) Is the audio actually playing
If you are using WASAPI/loopback then when there is no signal Audacity will not record.
