When you just open Audacity it will indeed show no tracks.

As soon as you start recording a track is created

Or if you really want a blank track

1) Open Audacity
2) Tracks > Add New > Stereo Track

Are you recording with WASAPI as the host and using the loopback input device ? If so then that is a "feature" of WASAPI/loopback

You can use any version of FFmpeg you like if you use the Export using (external program)

Why are you having to re-install Audacity every time you launch

You basically install it and launch it as many times as you like until the next version comes out.
