AFAIK it is not possible to create a k/b shortcut for any of the effects - it has been requested (and voted for) on the Wiki as a feature request.
However, if Repair is the last effect that you used thaen you can use CTRL+R to repeat the last effect used.

To make a proper CD you need to export as WAV files (44.1kHz 16-bit PCM stereo - the Red Book standard for CDs). No, you can Stop the recording after side 1 and then when you have turned over and are ready to record again press Shift+Record or Shift+R - the recording will then restart in the same track just where you left off.

The Repair effect was only introduced in 1.3 - it may not be sufficient as it only fixes a maximum of 128 samples (so the time duration will depend on whether you are recording at 32-bit, 16-bit or whatever). Just tested on my 1.3.7 also running on XP-HE - the Pause button works fine, so I'm puzzled
