If you really can't get it to work (I know from reading other threads that lately there have been some conflicts bewteen Audacity and Lame versions - but I thought the developers had fixed all that) - then a suitable workaround would be to export as WAV and then find yourself a standalone WAV to MP3...

The delevopers put the tree in for 1.3.6 and then reverted to the list in 1.3.7 - personally I prefer the list.
And to please us all, my understanding is the the developers are planning to make this a switchable setting, set via Preferences, for the upcoming 1.4 release.

The mixing of in/out is most often down to mismanagement of the audio pathways - you need to get it right in both Audacity and in Windows (and windows doesn't make this easy) - and on your soundcard. Most laptops only have mic in and not a line in too (like yours) some of them can detect a line leve...

20% hitrate seems a bit low - but your sample size is statistically small at the moment. When converting my LPs I got around 50-60% hitrate with Gracenote "recognising" the digitized LP-to-CD. The rest I had to type in manually to iTunes - album art can often be grabbed from Amazon or Wiki...
